The Washington State Growth Management Act allows the City to amend the Comprehensive Plan once a year.
This year, four City-initiated proposals are being reviewed by the Planning Commission before they make a recommendation to the City Council.
The four proposals are to:
- Merge the Parks and the Open Space land use designations into a single Parks, Open Space & Public land use designation.
- Rezone the City-owned boat launch site and Cady Park as Parks, Open Space & Public.
- Amend annexation policy AN 1.11 to allow connection to City utility systems for property in the UGA if certain conditions are met.
- Split the Land Use Designation Map into two maps; one that includes the City only and one that includes the Urban Growth Area only.

The Planning Commission will hold a public hearing to consider the amendments 6 p.m. Wednesday, October 3, 2018, at the Snohomish School District Resource Center, located at 1601 Avenue D. The public is encouraged to attend the meeting to offer comments on the proposed Comprehensive Plan amendments and/or to submit written comments to Director Glen Pickus at 116 Union Avenue, Snohomish, WA 98290 or via email. After closing the hearing the Commission will deliberate and consider the public testimony and staff recommendation then make a recommendation for each proposal to the City Council.
The City Council will consider the Commission’s recommendation and public testimony at their December 4, 2018 meeting before making a final decision on each of the proposed Comprehensive Plan amendments.
