Hotel/Motel Grant Application

Snohomish, Wash. August 14, 2019 - The City of Snohomish is accepting Request for Funding (Requests) from non-profit agencies and groups actively engaged in the promotion and enhancement of tourism in the City of Snohomish during the calendar year 2020.

Project Description:
Activities considered eligible for assistance include, but are not limited to, those that increase tourism by promoting and distributing information for the purpose of attracting and welcoming visitors; operation of a tourism promotion agency, and the marketing of events and festivals designed to draw overnight lodging to the city. Historically, individual project allocations average about $2,000.

The expected outcome of such activities is to increase economic activity in the City of Snohomish through overnight lodging, visitor spending on dining and attractions, and the sale of gifts, souvenirs and other items to visitors and tourists.  This aligns with the Snohomish City Council’s strategic initiative to “Strengthen the City’s attractiveness as a regional destination”.

Money is awarded from revenue collected annually from hotel and motel room rentals in Snohomish

Each application is to develop and outline a project, which meets these requirements and provides an economic benefit to the City of Snohomish. The specific amount of the applicant’s request is open, to be defined by the application. As a recommendation, the application may wish to define alternate levels of funding, indicating as their first priority the maximum amount desired and, as a second priority, the minimum acceptable amount. Some definition of the differences in the level of services to be provided under the two priorities should be included.  The establishment of alternate funding levels will allow the City Council some latitude in approving projects without the necessity of rejecting one or more projects due to a potential lack of funds.

Specific questions are included on the application to assist the applicant in delineating those matters which are of concern to the City Council and which will be part of the selecting criteria.

Each project should be submitted as separate applications, thereby allowing for clear understanding of each project.

Schedule of Request for Funding Events:
Following is the proposed schedule for the Requests (Note: Specific dates may be adjusted to meet unexpected circumstances):
  • Application available online or for pickup: Aug. 14–Sept. 23, 2019
  • Request response to be submitted: September 23, 2019 by 4pm
  • Lodging Tax Advisory Committee review of requests: October 3, 2019
  • Committee recommendations to Council for review: October 15, 2019
  • Date work may initiate: January 1, 2020
  • Work to be completed by: December 31, 2020
  • Final reports to City staff: 3rd or 4th Quarter, 2020
Project Management:
The City of Snohomish Economic Development office will act as coordinator of the Request process, issuing the Request, responding to applicant questions, and notifying applicants as appropriate. Requests must be submitted to Wendy Poischbeg, City of Snohomish, 116 Union, Snohomish, WA, 98290 by 4:00 p.m. on September 23, 2019 either electronically of by delivery. Postmarks are NOT acceptable.  The City of Snohomish will request a final report of return on investments for allocated funds.

Requests for Funding received after that date will not be accepted or considered.

Selection Process:
Each application will be reviewed by the Lodging Tax Advisory Committee (LTAC) for eligible activities, the effectiveness of its proposed projects in meeting the expected outcomes, need and funding requirements. The Project Evaluation Criteria  will be used as a guide in assisting the LTAC in their evaluation of the individual requests. However, regardless of the methods employed by the LTAC, their recommendation will not be subject to review or challenge by the applicant. Those recommendations may be adopted or amended by the City Council without further notice.

Payment is provided as a reimbursement of approved expenses.
