Council Votes “No” to Proposed Tax Exemption 4-3

The Snohomish City Council voted “no” (4-3) last night regarding the adoption of Ordinance 2442 which would have amended Chapter 3.50 of the Snohomish Municipal Code (SMC) to extend the multi-family housing tax exemption (MFTE) to the Midtown District.

FOR IMMEDIATE RELEASE: September 21, 2022

Snohomish, Wash. – The Snohomish City Council voted “no” (4-3) last night regarding the adoption of Ordinance 2442 which would have amended Chapter 3.50 of the Snohomish Municipal Code (SMC) to extend the multi-family housing tax exemption (MFTE) to the Midtown District.

Councilmember Karen Guzak made a motion to adopt the ordinance which died for lack of a second. Councilmember David Flynn made a motion to vote “no” to adopt the ordinance and asked staff to bring back other housing affordability options not tied to exemptions for developers. Councilmembers Flynn, Donna Ray, and Lea Anne Burke, along with Council President Tom Merrill, voted in favor of voting "no" on the ordinance; Councilmembers Judith Kuleta, Felix Neals, and Guzak voted against voting "no", and the motion to vote "no" passed.

Council will still need to address making amendments to SMC Chapter 3.50 to improve and update the code language and City staff will present other affordable housing options for Midtown at a future meeting. The City will share this information with the community via NewsFlashnews release, and across City social media channels (FacebookTwitter, and NextDoor) in advance of that meeting.
