Barn: Latest Updates & Survey


Although extensive work is required, the existing barn at Homestead Park is suitable for converting from farm use to public use. However, several critical repairs and improvements are necessary to ensure the building meets safety and structural standards. This includes removing decayed boards, battens, studs, and timber columns that have deteriorated over time and pose a structural concern. Additionally, to reinforce the foundation, a new concrete stem wall, plinths, and floor slab would need to be poured, providing stability for the barn's future use. 

The total anticipated cost for these upgrades is estimated at $616,000.00, with potential adjustments based on final design specifications and contractor bids. 

A barn renovation presents an opportunity to preserve an existing structure, but there are trade-offs and other options worth consideration:  

  • Option 1: Keep the existing barn and complete the necessary repairs and improvements to restore it as a functional, usable space for community activities.

  • Option 2: Install prefabricated open picnic structure(s) to provide a flexible gathering space.

  • Option 3: Leave the area as an open field, preserving the current open space for future park activities or events.

Project Purpose

 

In June 2013, the City acquired the Homestead Park site, located at the 2000 block of Ludwig Rd, using Park Impact Fee funds. The primary goal of this purchase was to enhance park services for the west side of Snohomish. The City is now developing a master plan to transform the site into a vibrant recreational space for the community. This plan will guide the park’s future development, ensuring it meets local needs while preserving its natural beauty. The project aims to balance recreation, environmental stewardship, and community enjoyment by integrating a variety of amenities while maintaining the park’s existing trees and natural features. 

The City applied for and was awarded a $147,000 Planning for Recreation Access (PRA) Grant from the Washington State Recreation and Conservation Office (RCO), which will fund the master planning for the park's development. 

Project Area

 

Homestead Park spans approximately 10 acres and is located at 2000 Ludwig Road in Snohomish, WA. The site includes existing structures, such as a house, garages, and sheds, which are expected to be removed, with the exception of a barn that will be evaluated for potential adaptive reuse. The park’s design will incorporate elements that enhance accessibility, connectivity, and sustainability while providing a welcoming outdoor space for residents and visitors. 

Project Objectives

 

The Homestead Park Master Plan will focus on creating a multi-use recreational space that serves a broad range of community interests. Planned amenities include: 

  • Parking and access improvements
  • A playground for children of various age groups
  • A loop path for walking, jogging, and cycling
  • A disc golf course
  • Open play fields for sports and recreation
  • Restroom facilities for visitor convenience
  • Bike-friendly infrastructure
  • Seating areas strategically placed for optimal site viewing

A key objective of the plan is to retain and protect existing trees while enhancing the site's natural features. The project will prioritize sustainability, accessibility, and inclusive design to ensure the park remains a valuable community asset for years to come.
