The Avenue D project will replace old, inadequate public utility infrastructure with repair and resurfacing of the road from Second Street to Tenth Street.

What to expect

The project will take place entirely within the City right-of-way of Avenue D from Second Street to Tenth Street and includes sewer, water, storm, curb ramps, asphalt grinding and paving, pavement markings, traffic control, temporary erosion and sediment controls, and other associated work.  includes sewer, water, storm, curb ramps, asphalt grinding and paving, pavement markings, traffic control, temporary erosion and sediment controls, and other associated work.  

Project Objectives

The Avenue D project is set to grind and overlay the project area following installation of new water, sewer, and stormwater utilities, as well as full depth repair of failing road sections. All existing utility services will be reconnected to the new installed infrastructure.

Project Timeline

The project will be advertised for bids on May 26, 2025, with bid opening on June 17, 2025. Construction will commence in July 2025, and completion is anticipated by end of 2025.

Engagement Opportunities

The Contractor's information will be posted once awarded the project; residents may coordinate directly with the Contractor and independent of the City for private construction opportunities subject to permit requirements. 

Door hangers will be delivered prior to start of construction with City and Contractor contact information.

Frequently Asked Questions

1. Will my driveway access be impacted? 

Driveway access may be restricted for a short time, but the Contractor will make efforts to allow free ingress and egress with driveways.

2. Will there be any road or intersection closures?

Currently no full road or intersection closures are anticipated, however this may change during construction with adequate notice provided. There will be traffic control for any lane closures or work within vehicle travel lanes and Variable Message Signs (VMS) will be set out to deliver traffic control notices.

3. Will there be any work on my property?

The only portion of work that will require coordination with property owners will be reconnecting the water and sewer services to each property. Three (3) days' notice will be provided prior to any work on active water and sewer services.

This project includes:

  • Upgrade/replacement of (31) ADA ramps on both sides of Avenue D between McDonalds and Second Street. City staff determined these ramps to be out of compliance. 
  • Replacement of roughly 1,630 feet of 6” Cast Iron (CI) water main, including services, meter boxes and fire hydrants along Avenue D from Second Street to Fifth Street. 
  • Replacement of approximately 300-foot-long section of 6” sanitary sewer in Avenue D from north of Fourth Street to Fifth Street. 
  • Grind and overlay of Avenue D from Second Street to extent of recent overlay limit just north of the McDonalds driveway. 
  • Installation of catch basins and approximately 1,420 feet of new storm drain piping in Avenue D between Fourth Street and Seventh Street and storm drain pipe abandonment, and additional catch basins in the area between Jack-in-the-Box and McDonald’s as directed by the City
