Development projects on vacant land and larger redevelopment projects typically require a staff review and public comment period before the applicant can break ground. Projects currently under review are listed below along with associated application materials.

Emblem Snohomish Site Development Plan (SDP26-0042)

17.3-acre mixed-use development comprising seven apartment buildings with 294 total units and approximately 10,000 sf of commercial space in three structures located at 2502-2540 Bickford Avenue. Fire Station #43 Site Development Plan (SDP26-0041)

Fire District #4 proposes demolition of the existing 13,300 square foot fire station building at 1525 Avenue D and construction of a new 10,877 square foot structure. Messenger of Truth Church Patio Expansion Shoreline Substantial Development Permit (SL25-0012)

The proposal is a 1,170 sf expansion of an existing 960 sf patio located at 914 13th Street.  The project also includes two tiers of block retaining wall, each less than 4ft in height, landscaping, and stormwater system improvements.  Additional details on this proposal are available in the Permit Portal record for this project.

Bonneville Avenue Commercial Project Site Development Plan (SDP25-0039)

The proposal is to demolish two existing structures and construct a new 7,600 square foot, two-story commercial structure on a 0.41 acre site located at 1126 Bonneville Avenue. The project also includes associated on-site parking, landscaping, utility, and frontage and site improvements. SAHG Development Site Development Plan (SDP25-0037)

Snohomish Affordable Housing Group (SAHG) proposes to construct an 8-unit low income senior apartment structure on an approximately 0.17 acre site.  The project includes on-site parking, landscaping, utilities, and frontage improvements to meet ADA standards. Kusler's Pharmacy Site Development Plan (SDP25-0040)

The proposal is for construction of a 6,073 square foot, single-story compounding pharmacy on an approximately 1.56-acre site. Snohomish Terrace Site Development Plan (SDP24-0036)

The proposal is for a mixed-use and townhome development adjacent to Avenue D and Bonneville Avenue.  Two mixed-use buildings are proposed adjacent to Avenue D, with underground parking, first floor commercial spaces, and three floors with an estimated 115 total residential units; approximately 106 townhome units are proposed on the lower terrace adjacent to Bonneville Avenue.  The project also includes associated parking, site and frontage improvements, utilities, landscaping, children’s play areas, public plazas, and open space areas.  The location is addressed as 1201 Bonneville Avenue and is often referred to as the "County Shop Site." Bickford Storage Site Development Plan (SDP24-0035)

The application is proposing construction of an approximately 108,000 sf, three-story self-storage facility on a 3.53-acre site located at 2101 and 2111 Bickford Avenue.  The project also includes associated on-site parking, landscaping, utility, and frontage and site improvements.  Additional details on this proposal can be found in the Permit Portal record for this project.  The Notice of Decision was issued March 5, 2025.

Civic Campus Shoreline Substantial Development Permit (SL24-0010)

The proposal is for development of a Public Safety & City Services Campus comprising four new structures (Fire Station, City Hall, Public Works Maintenance Shop, and Public Works Vehicle Storage), as well as native landscaping, access driveways, parking lots, outdoor plaza areas, and utilities. Andy's Fish House Addition Shoreline Substantial Development Permit (SL24-0011)

The proposal is to for construct an approximately 800 square foot restaurant addition and two covered outdoor dining patios at 1213 First Street.   Additional details on this proposal can be found in the Permit Portal record for this project.  The Notice of Decision was issued October 16, 2024.

Wislen Preliminary Plat Planned Residential Development (PRD24-0003)

The applicant proposes a Planned Residential Development preliminary subdivision of an approximately 12.83-acre site into 39 single-family lots.  The project is located at 2003 & 2101 Terrace Avenue and includes open space, landscaping, street trees, critical areas mitigation, and utility and infrastructure improvements.   Additional details on this proposal can be found in the Permit Portal record for this project.  A Public Hearing before the Hearing Examiner was held on March 13, 2025.  The Notice of Decision was issued March 24, 2025.

Yancey Preliminary Plat Planned Residential Development (PRD24-0002)

The proposal is for preliminary Planned Residential Development approval to subdivide an approximately 8.19 acre site located at 2100 Weaver Road into 32 single-family lots. Bickford Motors East Lot Site Development Plan (SDP23-0030)

Snohomish Coffee Stand Site Development Plan (SDP23-0029)

The applicant proposes to construct a drive-through coffee stand on a vacant parcel located at Maple Avenue and Sixth Street.  The project includes utilities, on-site parking, and a rain garden. SDP23-0027 Maple Avenue Townhomes Site Development Plan

The applicant proposes to construct two structures totaling six townhomes on an approximately 0.35-acre vacant lot located at 950 Maple Avenue.  The project also includes on-site parking, landscaping, and utilities.  Additional details on this proposal are available in the Permit Portal record for this project.  The Notice of Decision was issued December 28, 2023.

SL23-0008 Art Culinaire Phase 2 Shoreline Substantial Development Permit 

The applicant proposes a three-story expansion (approximately 4,000 sq. ft.) and interior improvements as well as an expansion of paved parking and a permanent self-contained “container” office. The site is located along the Snohomish River and with the Shoreline Overlay District. No work is proposed within the Shoreline Buffer from Ordinary High-Water Mark and the existing steel boat dock and concrete pad are proposed to remain untouched. SDP22-0020 Site Development Plan - Snohomish Readiness Center

The applicant proposes to construct a 6,600 square foot addition to the National Guard Armory Building located at 1501 Avenue D. Utilities, parking, and site improvements are proposed in addition to landscaping and tree retention. SL22-0005 Shoreline Substantial Development Permit - WSDOT SR9 Widening Project

WSDOT is proposing to construct new southbound lanes and two new bridges on SR9 between Marsh Road and the Second Street interchange to reduce congestion.  The project will include stormwater improvements.  Additional details on this proposal are available in the Permit Portal record for this project.  The Notice of Decision was issued December 6, 2022.
