A SEPA Determination of Non-Significance is issued for the Tree Program Code Amendment. This is a non-project action to codify an urban forestry program by separating the existing Chapter 14.240 SMC Landscaping, Screening, Fencing, and Retaining Walls into three separate chapters – two new chapters are proposed for adoption: Chapter 14.110 SMC Fences and Retaining Walls and Chapter 14.120 SMC Tree Preservation Standards. Chapter 14.240 SMC is proposed to be renamed to Landscaping Standards and will contain amended landscaping development standards. Additionally, several definitions of Chapter 14.25 SMC are amended and new definitions are proposed as part of the proposal. City File #SEPA25-0036.

Appeals of this SEPA threshold determination must be filed in writing with the City Clerk for the City of Snohomish by 4:00 p.m. on March 3, 2025.
