[ARCHIVED] 2025 Critical Areas Update Determination of Non-Significance (City File #SEPA25-0041)

A SEPA Determination of Non-Significance is issued for the 2025 Critical Areas Update. update the City of Snohomish’s critical areas regulations in compliance with the periodic review and update requirements of the Washington State Growth Management Act, RCW 36.70A.130.  The proposal includes minor amendments to chapters 14.25 Definitions and 14.270 Flood Hazard Areas; an update and retitle is proposed to chapter 14.255 Critical Areas Protection; and a repeal and replace is proposed to chapters 14.260 Wetlands, 14.265 Critical Aquifer Recharge Areas, 14.275 Geologically Hazardous Areas, and 14.280 Fish & Wildlife Habitat Conservation Areas of the Snohomish Municipal Code (SMC). The non-project action updates regulations that protect environmental conditions from the impacts of new development. Regulations are based on a review of best available science pursuant to RCW 36.70A.172 and require protection of ecological functions and values performed by wetlands, streams, lakes, and adjacent upland areas including habitat, hydrologic, and water quality. Proposed regulations also help reduce risk to public health and safety associated with geological hazards and urban flooding, and protect groundwater from contamination.  City File #SEPA25-0041.

Appeals of this SEPA threshold determination must be filed in writing with the City Clerk for the City of Snohomish by 4:00 p.m. on November 10, 2025.
