City of Snohomish Discounted Water Utility Rates
Senior & Disabled Customers
Low income senior citizens and people with disabilities may apply to receive water, sewer and garbage services at one quarter of the monthly minimum charge. To qualify, you must:
- Be a City of Snohomish utility customer (zip code 98290)
- Be 62 years of age or older
- Have a permanent disability
- Own and occupy a single-family residence within the city
- Meet low income requirements (below)

Vacant Property Discounts
If your property will have no one living there and no active business (other than construction or demolition) for a period of time, you can request a reduced rate for water service.
Inactive Water Rate
A discounted rate is available for properties where no water use is expected. The "Abandoned Occupant" rate for all meter sizes is $10 per month within City limits, and $15 per month outside of City limits. Storm charges are billed at the regular rate.
Rate Adjustment for Leaks
If you get an unexpectedly high bill, you may have a water leak. Property owners can request an adjustment to that bill if a leak is found and fixed. Occupants must get permission from the property owner to apply for a leak adjustment.

The City is responsible for repairing water meters and all pipes that lead to our meters. Pipes from the water meter to a residence or business are the responsibility of the property owner.
Low Income Heating and Energy Assistance Program (LIHEAP)
This government program provides financial assistance so eligible households can maintain affordable, dependable utility services and avoid disconnection. Snohomish County can help you with eligibility requirements and your application.

PSE Home Energy Lifeline Program (HELP)
PSE provides qualified customers with bill-payment assistance beyond the LIHEAP program. You do not need to owe a balance on your PSE bill to apply.

The Salvation Army Warm Home Fund
Administered by the Salvation Army and funded by voluntary contributions from PSE customers, employees, and investors. The Warm Home Fund provides short-term, emergency bill payment assistance to PSE customers facing financial difficulties.

Snohomish County PUD Bill Assistance
Rate discounts are available to PUD electric customers who meet total household income limits.
St. Vincent De Paul Project PRIDE
Families or individuals whose income is less than 200% of the federal poverty guidelines, or who have experienced sudden income loss are eligible to apply.
