A Parking and Business Improvement Area (PBIA) is a self-help mechanism that assesses a fee to businesses within a given area and returns those funds to the business community. In Snohomish, this takes the form of neighborhood improvements and promotional opportunities such as:

Neutral area landscape maintenance
Historic Downtown Snohomish Association (HDSA) social media campaigns
If you are not sure whether your business is within the HBD/PBIA, please review the Snohomish Planning Department’s interactive zoning map. Use the search bar to enter your business address. If the location is pale pink, it is located in the HBD/PBIA. If you are still unsure whether your business is subject to the PBIA fee, please contact us.
How do I pay my PBIA fee?
Businesses located within the HBD/PBIA are assessed a PBIA fee, which is separate from your business license fee. The PBIA fee is based on the type and square footage of the business. Once the City receives confirmation of your business license application and payment from the State of Washington, the City will then send you an invoice for your PBIA fee assessment. Return the invoice or pay online here.
