Per Section 3.2 of the City's Financial Management Policy, charges, and fees, including utility rates, should be reviewed and updated periodically based on factors such as impact of inflation, other cost increase, adequacy of coverage of costs, and current competitive rates. On a periodic basis, the Fee Schedule, as adopted by City Resolution, may be amended in conjunction with the budget development cycle or as needed.
